Haitian Development Network Foundation Calls for Immediate Global Action to Implement Article 32-7 of Haiti’s Constitution

Orem, Utah – January 21, 2026 – The Haitian Development Network (HDN) Foundation is issuing an urgent appeal to philanthropists, organization and individuals worldwide: the time to act is now to fulfil Article 32-7 of Haiti’s 1987 Constitution.

This landmark constitutional provision requires the Haitian state to establish educational institutions in every territorial division — from communal sections to departments — with special emphasis on agricultural, vocational, cooperative, and technical training tailored to local development needs.

What is Article 32-7?

Ratified on March 29, 1987, after the fall of the Duvalier regime, Article 32-7 represented a major step toward decentralised education and democratic equity. It aimed to empower both rural and urban communities through practical, locally relevant skills training.

Haiti’s Education Crisis Today

Despite its constitutional promise, the article remains largely unimplemented:

– Over 2 million children are currently out of school

– Vast rural regions lack basic training infrastructure

– Economic instability, climate threats, and widening educational gaps threaten national stability and prosperity
